Is there an easy/safe way to slightly mod a CPS 2100? I don't want to have more than a minimal chance of breaking it. I'd like to increase power/range (this will be the first gun I ever mod, so its got to be a simple mod) Also, is there a way to add a strap to the CPS 2100?

Yes to both questions.
You probably would want to do a light K-mod. 20-40 balloons over the pressure chamber allows you to get ranges of about 45-50ft without having to disable the pressure release valve. The mod is very simple and is fully reversible should a problem occur. The most "difficult" part of a light K-mod is just having the guts to open the gun and the pressure chamber!
As for a strap, simply drill a hole near the end of the handle closest to the tank, and a hole near the upper front of the gun, being careful not to hit anything important [mod the 2100 first, so you can see where the internals lie before drilling the holes]. Then, simply thread something through the holes, such as rope or another water gun's strap.
Before modding, however, it would help to know which version/mark of 2100 you have. There is a black cap at the end of the pump shaft, does that move if you twist it, or is it glued down? That is the easiest way to determine mark 1 and 3 or mark 2. Modding is slightly different for a 1 or 3 vs a 2.

Balloons? I'm realy realy new to this kind of thing,so how do you get balloons over the pressure chamber? Is there a guide to this somewhere? And this probably won't break my super soaker too much faster than normal, right?

Find conventional 12-inch balloons (if the balloons are different lengths you'll probably have to adjust how many you use), and cut them short at the end so that there's pretty much nothing sticking out. After that just stretch them over the PC. This may be a little tough, but it's the only way. (if you run into problems, try a little trimming on the balloons but not too much)
For the strap, I would recommend using the shape of the end of the gun rather than drilling another hole. (just drill that one hole in the back behind the handle and above the reservoir as DX said) However, I've never strapped my 2100 yet so I can't really back this up, it depends what you're using I guess.

See, the pressure chamber is really a spherical rubber bladder. The pressure and performance are constant, even as the fill level of the rubber changes. Because the rubber expands just like a balloon, you can layer balloons over the PC to increase the thickness and the pressure. Too many balloons and the pressure release valve will be triggered, sending water back into the reservoir.
Of course, there are limits. Diminishing returns makes it pointless to use much more balloons. You restrict maximum pressure chamber volume because the balloons take up some space. The stream can be more turbulent. Cutting off the pressure release valve if you want to fit more balloons can be dangerous, as if you overpump, the pressure chamber cover will explode. That's why modding water guns to be really powerful is impractical.
I don't know if you knew most of that already or not, but I got the impression that you're not yet quite acquainted with the mod. At any rate, I hope the explanation is good enough. B)
Right, now to your question...
After opening the water gun, you should be able to access the bladder. All you do is stretch 12" balloons over the bladder, although people have also use 9" or 10" balloons. Cutting a little bit off the balloons is, more specifically, cutting off the neck. The neck is very thin, thick, and tight, so it's hard (if not impossible) to stretch the balloons over the PC. Cut that off and you still have the rest of the balloon over the part of the PC that actually expands.

Helps with the fact that you don't have to drill another hole at a potentially weak spot (and risk damaging the tubing inside).

Yup. Of course, it's kinda hard to estimate, as the water guns get different ranges even when they're just out of the box! I would add 25-30 balloons and then test the water gun. If you want more power and think it's worth it, add more balloons; if the pressure release valve kicks in after a few pumps, remove a few. You should be able to pump and fill without closing up the water gun again. Makes minor tweaks a bit easier.
